"It's very rare that a community lives within 2.5% as far as their school district... you're seeing that across the board...I don't think the perception is accurate that the schools are not managing their funds well. Having come from outside, they're doing good with the funds they have available to them... it's not a realistic expectation to think that you can live there, and the bottom line... there's just not enough revenue coming in... until that's fixed, you're going to continue to have that problem."
