Senior Circuit Breaker

The Senior Circuit Breaker is a local tax credit available to qualifying residents age 65+.   For fiscal 2026, the following changes were made:

  • Minimum Age - The required age was reduced from 70 to 65.
  • Gross Receipts Limit - The base single income was increased from $19,421 to $20,000, and the base married income was increased from $22,409 to $30,000
  • Whole Estate Limit - The married asset limit was increased from $44,805 to $55,000
  • Whole Estate Exclusion - The number of living units was increased from two to three in addition to the applicant's owner-occupied (domicile) unit

Community Financial Assistance Program

The  Franklin Department of Public works has established a Community Financial Assistance Program which provides a 20% discount on water, sewer, trash, and stormwater services to eligible residents.

The discount on water, sewer, trash and stormwater services with the town of Franklin is available if the homeowner of record or lessee of a rental residence meets 200% of the federal poverty level as established by the Massachusetts Department of Housing and Community Development, Division of Community Services for the Low-Income Home Energy Assistance Program. When the household is made  up of more than one adult, the income should reflect the total household income.   Click the button below to view the income eligibility levels for fiscal 2025.

Senior, blind, and/or veteran property owners may qualify for local property tax deferrals and/or exemptions.  Contact the assessor's office with any questions (508-520-4940).
